Introduction to CIGP 

The Centre for Innovative Governance Practices(CIGP) was established to fill the need for a meaningful and capable institution that contributes the state governance, administrative reforms, and the country's social and economic transformation. The organization was founded by professionals with long-standing experience in the government and corporate service at senior levels, possessing extensive expertise in good governance and financial management across both the public and private sectors. 

CIGP is committed to promoting federalism, enhancing the management capacity of all three tiers of government, supporting disaster risk reduction and management, and advancing economic prosperity through the development of the private sector and the promotion of institutional social responsibility. The organization provides consulting services, conducts research and analytical studies, delivers training programs to build knowledge and skills, and offers the intellectual and technical expertise necessary in these areas. 

Objectives 

The main objective of CIGP is "Reimagining the State" from the perspective of good governance, federal system, and public service delivery. 

The functional objectives are:

  1. Identify methods and approaches to make the country's governance system more effective and facilitate their implementation.
  2. Support governmental, non-governmental, and private sector organizations in enhancing the capacity and efficiency of governance systems.
  3. Conduct research and studies aimed at the upliftment of marginalized and disadvantaged groups.

Strategic Approach

  1. Play a supportive role in enhancing the credibility of the country's governance system. 
  2. Promote innovative governance reform practices. 
  3. Advocate for the reform of the governance system and the establishment of a service-oriented administrative structure. 

Core Areas of Work 

  1. Make continuous efforts toward governance reforms that promote democracy. 
  2. Work in alignment with the concept of digital government(e-governance). 
  3. Engage actively in economic literacy initiatives and contribute to social transformation. 

Major Activities

1. Federalism and Local Governance 

  • Provided organizational and management consultation to the Infrastructure Development Preparatory Committee of Nepal Open University. 
  • Conducted residential training sessions for 102 spokespersons of local government(in three groups) and 43 staff members (in two groups). 
  • Delivered a specialized orientation program to 25 deputy executive chiefs on "Principles of Success for Public Institutions".

2. Public Finance and Financial Management 

  • Drafted laws for BP Koirala Institute of Health Sciences covering Financial Operations.
  • Prepared reports on Standard Operating Procedures (SOP), Capacity Development Program (CDP), and Human Resource Management (HRM) under the Province Support Program / SDC.
  • Organized high-level management knowledge and skills training for senior officials of the Town Development Fund.

3. Human Resource Management and Development

  • Delivered management skills training to 247 officials and employees from public institutions across nine groups.
  • Conducted advanced trainer training for 37 participants from government and non-government sectors (divided into three groups).
  • Prepared a Human Resource Development Study Report for the Commission for the Investigation of Abuse of Authority (CIAA).
  • Provided provincial-level management training to employees of SuryaJyoti Life Insurance Company.

4. Corporate Management 

  • Provided provincial-level management training to employees of SuryaJyoti Life Insurance Company.
  • Organized high-level management knowledge and skills training for senior officials of the Nepal Telecommunications Authority and prepared specialized study reports.

5. State Affairs Management 

  • Drafted laws for BP Koirala Institute of Health Sciences covering:
    • Personnel Administration
    • Financial Operations
    • Hospital Management
    • Academic Management

6. Media and Public Engagement

Hosted the television program “Forum for Public Voice” on Mountain TV.

Annual Program

  1. Conducted refresher training programs on administrative management for officials and employees of public institutions.
  2. Organized management skills training for professionals in the insurance sector.
  3. Delivered advanced management training for Chief Administrative Officers working in local governments.Held orientation programs on the roles, duties, and rights of spokespersons.
  4. Carried out a study on local government revenue systems.Implemented advanced training programs in governance and management.
  5. Conducted various activities such as interactive sessions on contemporary issues, publications, and special customized programs based on specific requests.
